Governor Carney established The Government Efficiency and Accountability Review Board (GEAR) by Executive Order in February of 2017 to develop recommendations for increasing the efficiency and effectiveness of State government. GEAR seeks opportunities to form public-private partnerships in the areas of affordable healthcare, building an entrepreneurial economy, K12 education transformation, and driving continuous process improvement through best practices State-wide.

“I’m looking forward to working with a truly impressive group of task force members on the problem of delivering critical services to Delawareans, given our challenges with budget and scale. Relationships and expertise is Delaware’s superpower, so I’m optimistic”, said Kim Hoffman.

Kim Hoffman is a member of Morris James’ Real Estate Group, and she chairs its Regulatory and Legislative Practice, which includes the firm’s healthcare group, government relations, and zoning. She represents businesses, institutions and individuals who must overcome state and local regulatory, legislative, and permitting barriers to meet demands for housing, healthcare, infrastructure, and employment opportunities in Delaware, including the redevelopment of the former GM Boxwood Plant to serve as an advanced logistics center. Her thought leadership includes a Wilmington TedX Talk on the economic and social impact of NIMBY-ism on quality of life in the state. Her published scholarship focuses on how those same dynamics have failed our elderly by preventing creation of the built environment needed to care for an aging population.
